The project

La Bussola is a guidance and advocacy desk for minors and young adults followed by the USSM in Rome. Its aim is to provide concrete, tailored support to those in vulnerable situations, helping them exercise their rights and fostering pathways of social, educational, and professional reintegration

Objectives

Rights exercise
Supporting and accompanying minors and young adults — with particular attention to unaccompanied foreign minors and those of Roma, Sinti, or Traveller ethnicity — in the exercise of their rights. This work also involves direct contact with embassies and consulates, with the aim of establishing shared operational practices and building formal agreements.

Residence regularisation
Accompanying foreign minors and young adults through the procedures for regularising their residence status at police headquarters and local police stations, in cases where the presence of an USSM officer is not explicitly required.

Civil registration
Supporting Italian and foreign minors and young adults in civil registration procedures at the municipal offices of the City of Rome, while helping to map and systematise the different processes in place across various offices.

Educational accompaniment
Working alongside USSM Social Service Officers in the design and monitoring of probation projects and community measures, with a bridging role connecting individuals to available resources in the local area.

Educational and vocational guidance
Building practical skills that help young people navigate the world of work and training: from searching for opportunities to writing a CV, from preparing for interviews to understanding workplace conduct. The project also provides for the activation of training courses and work grants, in coordination with the GOL Programme — Employability Guarantee for Workers of the Lazio Region — and with the involvement of companies, employment centres, and training providers.

Specialised consultancy and sector research
Providing expert consultancy to USSM Social Service Officers on the rights of unaccompanied foreign minors and those of Roma, Sinti, or Traveller ethnicity, supported by dedicated research and in-depth study activities.
